aujourd'hui un article un peu spécial puisqu'il s'agit d'un article en deux parties que j'ai trouvé par hasard sur le net. Écrits en 2001 ils ont été publiés dans la "Revue Militaire Suisse". L'auteur est Olivier Bangerter, quelqu'un qui à l'air de s'y connaitre en "vraie guerre", voici son CV :
Olivier Bangerter est chercheur senior au Small Arms Survey à Genève. Il a travaillé au Comité international de la Croix-Rouge (CICR) de 2001 à 2011 et en a été le conseiller pour le dialogue avec les groupes armés depuis 2008. Dans le cadre de ses diverses fonctions, il a rencontré des membres et d'ex membres d'une soixantaine de groupes armés du monde entier. Il a étudié la théologie aux universités de Lausanne (masters) et de Genève (doctorat).

Policy development
I have developed key policy documents both for the ICRC and the Swiss government . I have regularly participated in policy development (including the Swiss government and 2013 National Action Plan 1325 and the study Rules of Engagement by Geneva’s ADH).
Project management, planning
Managing projects both as a lead and as a donor has been a key part of my career. My planning skills have been further built up by a staff course with the Swiss army.
Team management
My experience is mostly of smaller teams (3-5 under direct supervision), always in multicultural settings. I have led teams of 10-14 people (including functional supervision) in Congo and Russia.
Research, analysis, writing and publication
As subject matter expert on armed groups and dialogue with them, I have met members of around 60 of those, and studied yet more groups. I have published several articles and one book on the issue of armed groups and IHL (a short selection of publications can be found at the end of this resume). Another area I have throughly researched is Swiss military history.
Teaching and training, public speaking
I have devised and delivered trainings in part or in full and have often spoken in public events, speaking to up to 500 persons.
Field humanitarian work
I have worked in Afghanistan, Congo and the Russian Federation for long missions and in around ten others for short missions, including emergency deployment. I have mostly engaged in protection and prevention work , including the negotiation of humanitarian access with armed groups.
Language skills
Fluent in English, French, German; knowledge of dari (Afghan farsi), Russian, Spanish, and some dead languages.

Protection of civilians, regulations of armed groups, gangs, self-defence groups, Libya, Sudan, Afghanistan, insurgency and counterinsurgency, civil-military relations, 15th-16th century Swiss military history, Italian Wars.
